Compared with the provincial centralized purchasing scheme of fujian provincial-level, there are three outstanding characteristics of the purchase price in the three cities. Strictly enforce the "double dosage form of one product"; The lowest price purchase is carried out. 

 

In this paper, through on-the-spot investigation and purchasing data analysis, the sanming drug purchasing price policy implementation effect, in order to further perfect our country to provide experience for drug centralized purchasing policy. 

 

Data and method 

 

This study selected fujian sanming price prior to their purchase at the seven/eight the sanming area drug purchasing data and sanming first price purchasing data were analyzed. The data of the pharmaceutical purchasing data from fujian province's 7/8 standard and third area were derived from the Chinese standard data published by fujian province's joint price limit sunshine purchase, which was 8360. The first price purchase data from sanminh city came from the purchasing data of the three cities in 2013, which was collected by the bureau of purchasing and accounting of sanminh city. 

 

To evaluate the effect of policy from the general situation of the Chinese and Chinese standard, the overall situation of the variety of the products, the supply guarantee and the price of the drug; The overall situation is described in terms of the number of the standard and the number of varieties, the quantity and scale of the scale and scale, the proportion of Chinese medicine and western medicine, the ratio of imported drugs and the local medicine. 

 

The purchase of the price of three Ming price is the lowest purchase price, and it stipulates that the standard medicine in fujian province is lower than the price of the standard drug in the city. Purchase variety structure optimization

The procurement of medicines meets the requirements 

 

Basic medicine PeiBeiLv rose slightly to 82.50% from 80.78%, health care medicine and health care class a drugs PeiBeiLv fell to 51.09% from 51.09%, 66.07%, respectively, 64.30% (see chart 2). In addition, the department head, such as expert investigation shows that the vast majority of basic medicine department needs experts think purchasing drugs, drug shortage situation is less. Only to general anesthesia, neurosurgery, orthopaedics operating room and general surgery, tumor, burn surgery such as routine of common disease, frequently-occurring disease surgery experts believe that needs are not met. The shortage of medicines is mainly a variety of drugs, such as fish protein and dioxin, which are in short supply in China. 

 

The price as a whole is decreasing 

 

Two purchases combined with 1,497 drugs, and the overall price dropped by an average of 0.46%. Among them, the price reduction was 811, accounting for 54.14%. The price increases were 274, accounting for 18.32 percent. The remaining 412 varieties remained unchanged at 27.54%. 

 

Compared with the lowest price in the 7/8 standard purchase catalogue, the average price of the item below RMB 3 yuan is up 34.16%. The price of above 5 yuan price is very small, the reduction is about 5% ~ 10%. Because the price of low price is more expensive, the price increases more, the overall average price reduction is reduced. (see table 3) 

 

 

 

Compared with the lowest price in the 7/8 standard purchase catalogue, the price of imported medicines is unchanged at 81.05%, 17.65% lower, and 1.30% increase. Domestic drugs were unchanged at 21.43 percent, with 58.48 percent lower and 20.09% higher. (see table 4) 

 

 

 

Twice the bid-winning enterprises of the same price of imported drugs basically remain unchanged, reduction of the larger replace imported drugs of the bid-winning enterprises, by the original replace for imported generic drugs. Price to purchase is a bold exploration of drug centralized purchasing mode in our country, is limited by the scale of its markets and domestic drug quality inconsistencies, shortage of cheap drugs, such as the status quo, sanming is still facing a small number of poor drug supply, cheap drug safety effectiveness has been questioned, difficult to import the original drug price, etc, but sanming drug price purchasing policy, not only in reducing number of varieties of procurement optimization purchasing structure, control drug prices artificially high, improve industrial structure, etc, have apparent effect, accumulated experience for the reform of the national drug centralized purchasing policy. From the point of view of the future development, with generics consistency evaluation gradually, price fixing procurement mode of price advantage may be more prominent, so as to get more recognition and promotion.
